Design, approval procedure, contractors for the work

We have a 1979 Omakotitalo in Hervanta that is due for a roof renovation in a couple of years. The roof is currently flat, but we wanted to explore the possibility of raising it and turning into a slanted roof. We have 60 square meters we have permission to build, but we have no idea of how complicated the process to actually use them is. We need expert advice on: • The feasibility of the project (will the city object to this? Does it make structural sense to add a floor on such a house?) • Properly planning the project (is this the best layout? does it make sense light/space wise? how do we maximise the square meters usage? what to do with the area that can't be added ) • Finding the right materials and right contractors for the job • Making it as pretty as possible ( : We are not in a hurry, the roof is still good and we want to have all the time in the world to do this job properly without having to do things hastily. Everybody involved in the project should be comfortable speaking English, as this renovation is too big for language to be in the way.
